The Board of Directors of the Health Holding Company held its meeting chaired by His Excellency the Minister of Health, Mr. Fahd bin Abdulrahman Al-Jalajel, to discuss preparations for the launch of the second phase of transformation in the Ministry of Health, identifying three health gatherings as the first batch to transition to the Health Holding Company.
The board addressed several items on its agenda and issued a number of decisions and directives, the most important of which was the approval of the organizational structures for the health gatherings, and the approval to maintain the salaries of employees transitioning from the Ministry of Health to the Health Holding Company, ensuring that no employee's salary is less than what they received prior to the transition, according to Cabinet Resolution No. 616. Employees will have their civil service time counted post-transition in accordance with the benefits exchange system between civil and military retirement and social insurance systems, while the self-employment service will be complementary after its transition per the decision.
The board emphasized the importance of fully implementing the modern health care model provided by health gatherings, aimed at improving the quality of health services and prioritizing health over illness. It highlighted the significance of investing in and retaining employees, having set up a training program tailored to their skill and leadership needs, to effectively fulfill their mission in delivering high-quality health care in the upcoming phase, which requires providing all health services to beneficiaries.
The board stressed the importance of implementing the directives of the wise leadership - may God protect it - on the continuity of free treatment for all citizens, improving the quality and efficiency of health services, and ensuring their accessibility. It drew attention to the company's efforts to elevate health services for all and ensure the quality of sustainable health care, positioning the Kingdom on the global health care map.
It is worth noting that the first phase of health transformation was completed at the end of last year with the launch of twenty health gatherings to serve beneficiaries across various regions of the Kingdom. Eight pathways for the modern health care model have been implemented, including the pathways for heart attacks, strokes, early detection of breast cancer, early detection of colon and rectal cancer, severe injuries, obesity in adults, diabetes in adults, and palliative care. Additionally, more than 20 million beneficiaries have been registered in primary health care centers, and 9 urgent care centers have been opened, in line with the Ministry of Health's requirements in the health gatherings. Virtual care levels and home care services have also been activated, resulting in reduced intervention times and shorter waiting periods for elective surgeries, with a 70% improvement in diabetes control in some health gatherings. Many cases of colon and rectal cancer and breast cancer have been detected at early stages, facilitating timely health care and reducing the consequences of late diagnoses, thereby increasing beneficiary satisfaction.
