The Board of Directors of the Health Holding Company has approved the organizational structures for health clusters, in addition to approving the placement of employees who will transfer from the Ministry of Health to the Health Holding Company, ensuring that no employee's salary will be less than what they earned before the transfer, according to Cabinet Resolution No. 616. This includes civil service members after the transfer under the benefit exchange system between the civilian and military pension systems and the social insurance system. Additionally, the service of self-operated staff will be complementary after their transfer, as per the decision.
The council emphasized the importance of implementing government directives on the continuity of free treatment for all citizens and improving the quality and efficiency of health services and accessibility. It noted the company's efforts to enhance health services for everyone and ensure sustainable healthcare quality, aiming to position the Kingdom on the global healthcare map.
This was discussed during the Health Holding Company Board meeting, chaired by Minister of Health Fahad Al-Jalajel, to prepare for the launch of the second phase of the transformation in the Ministry of Health, designating three health clusters as the first batch for transfer to the Health Holding Company. The council affirmed the importance of completing the application of the modern healthcare model provided by health clusters to improve the quality of health services, with a focus on human health before illness.
The meeting highlighted the importance of investing in and retaining employees, as a training program was established to meet the skill and leadership needs of the employees, to effectively fulfill their mission in providing high-quality healthcare in the upcoming phase, which requires delivering all health services to beneficiaries.
It is noteworthy that the first phase of the health transformation was completed at the end of last year with the launch of twenty health clusters to serve beneficiaries across different regions of the Kingdom. Eight pathways for the modern healthcare model were implemented, including pathways for heart attacks, strokes, early detection of breast cancer, early detection of colon and rectal cancer, major injuries, obesity in adults, diabetes in adults, and palliative care. Moreover, more than 20 million beneficiaries have been registered in primary healthcare centers, and 9 urgent care centers have been opened in accordance with the Ministry of Health requirements in the health clusters. Virtual care levels and home care services have also been activated, resulting in reduced time for therapeutic intervention and decreased waiting times for elective surgeries, as well as a 70% increase in diabetes control in some health clusters. Many cases of colon and rectal cancer and breast cancer were discovered at an early stage, contributing to the prompt provision of healthcare and reducing the consequences of late diagnoses, leading to increased beneficiary satisfaction.
